For developers, however, it introduces a more structured and evidence-driven process that must be carefully navigated from the outset.
What counts as “connection ready”?
To secure a firm connection offer under the new framework, developers must demonstrate project maturity through robust evidence, including:
- Mature planning consent or a clear planning pathway
- Secured land rights and defined red-line boundaries
- A credible financial and delivery strategy
- Technical data demonstrating defined demand or generation capacity
Without these elements in place, projects risk remaining at the back of the queue or failing to progress through the new gate-based system.
Step 1: Pre-application and network assessment
Before submitting a formal application, early-stage feasibility is now more important than ever.

Step 3: Application and offer acceptance
Once sufficient evidence is provided, developers must submit a full application using the updated standard documentation, often referred to as the evidence or application pack.
At this stage, connection offers will also distinguish between:
Contestable works
Works that can be delivered by an accredited Independent Connection Provider (ICP) or Independent Distribution Network Operator (IDNO), such as on-site infrastructure installation.
Non-contestable works
Works that must be completed by the DNO, typically involving reinforcement or upgrades to the wider electricity network.
Once a connection offer is issued, developers typically have a 90-day window to accept, confirm arrangements, and secure their position in the queue.
Step 4: Delivery through to energisation
After acceptance, the project moves into the delivery phase, which includes:
- Securing wayleaves and land access agreements
- Completing civil engineering works on-site
- Installing infrastructure in line with approved designs
- Metering installation via the chosen energy supplier
- Final energisation by the DNO
At this stage, coordination between contractors, providers, and the network operator becomes critical to avoid delays.
Key considerations for developers
The new process places greater emphasis on early-stage discipline and project readiness.
To improve outcomes, developers should:
- Avoid unconditional land purchases without confirmed grid capacity
- Undertake early feasibility assessments using DNO data
- Engage technical and utility advisors early in the planning stage
- Ensure planning, land, and financial readiness before application submission
The consequences of entering the process too early are increasingly significant, with speculative or underdeveloped projects at risk of delay or removal from the queue.
